What happened

The three international standards on systems of systems (SoS) have all reached the last stage before publication. The International Organization for Standardization (ISO) catalogue lists Edition 2 of each at stage 60.00, "International Standard under publication", from 28 September 2026:

ISO describes stage 60.00 as "Final production steps (up to seven weeks)". All three come from the same committee, ISO/IEC JTC 1/SC 7, and moved through the stages close together. For each, the Draft International Standard (DIS) was approved for registration as a Final Draft International Standard (FDIS) on 12 January 2026. The FDIS votes closed on 12 June 2026 (21839) and 17 June 2026 (21840 and 21841). ISO had not yet listed any of the three as published when its pages were read on 3 November 2026.

Why it matters

The three standards cover the engineering of systems of systems from different sides, according to ISO's abstracts:

  • 21839 gives a set of SoS considerations to address at key points in the life cycle of a system of interest that is a constituent system in an SoS. Its considerations and life cycle model align with those already defined in ISO/IEC/IEEE 15288. It does not set out methods or procedures.
  • 21840 gives guidance on applying each ISO/IEC/IEEE 15288 process and process outcome to SoS. Its scope is the same as 15288's. It explores the similarities and differences between engineering systems and engineering SoS, and states that SoS can still need processes and outcomes it does not cover.
  • 21841 defines a normalised taxonomy for SoS to help communication among stakeholders, and briefly explains what a taxonomy is and how it applies to SoS.

Taken together, 21839 addresses a constituent system within an SoS, 21840 addresses applying the 15288 processes to SoS, and 21841 sets out a taxonomy for classifying SoS. Until ISO lists Edition 2 as published (stage 60.60), the 2019 editions are the published versions in its catalogue.
